From graduation list to attested certificate

How Ministry of Higher Education attestation works today, what changes when it runs through Attest, where every dirham is recorded, and what the registrar's screen actually looks like.

What the graduate ends up holding

The certificate design is fixed. Only the graduate's name and the reference number change. That single fact is what makes the whole process safe to automate.

Two fields change, nothing else

The name and reference number are drawn onto your approved artwork. The artwork itself is never regenerated, so it cannot drift.

The stamp area is reserved

A blank zone is held on the right of every certificate. The Ministry places its stamp there using coordinates we supply.

A long name never shifts the layout

A 48-character name is set smaller rather than wrapped. Everything below stays put, so the stamp always lands correctly.

The six Ministry stages

Select a stage to see what happens, who does it, and which Ministry endpoint is called. Stages marked automatic need nobody at the keyboard.

Where the money moves

There are two separate payments, and the Ministry API handles only one of them. Keeping them apart is what makes the accounts reconcile.

The AED 100 figure is illustrative. Before charging graduates any amount above the Ministry fee, confirm with KHDA that it is permitted under your approved fee schedule, and confirm the VAT treatment with your tax advisor. We will build to whatever structure you confirm.

Every transaction, recorded and kept

The Ministry sends the attested certificate to the graduate, not back to the university. So this record is EM Normandie's only proof that a fee was paid and a certificate was issued. It is treated as evidence, not as a convenience.

Each graduate payment is matched to their certificate, and each Ministry batch is matched to the certificates it released. Finance can see, for any single graduate, what was collected, what was paid to the Ministry, and when the certificate was issued.

What is kept, and for how long

  • Cannot be edited or deleted Transaction and Ministry records are write-once at the database level. Not even an administrator can alter one after the fact.
  • Kept for seven years Then archived, never dropped. This matches the retention you would apply to any other financial record.
  • Backed up hourly Encrypted before it leaves the server, stored in a second UAE location on a separate account.
  • Restores are tested quarterly An untested backup is a hope, not a safeguard. The test is written into the support agreement.
  • Exportable at any time Finance, audit, or the Ministry itself. The data is yours and leaves in an open format.
Why this matters more here than elsewhere. Because MOHESR delivers the attested certificate straight to the graduate, EM Normandie never receives a copy back. If a graduate says their certificate never arrived, or the Ministry has no record of a submission, this ledger and the call log beside it are the institution's only evidence of what was sent, when, and what was paid.

If EM Normandie chooses to recover the attestation fee, this is what the graduate sees. It is a separate module, quoted separately.

Card data never reaches your systems. Payment runs through a UAE gateway's own hosted page. EM Normandie never holds a card number, which keeps the institution out of PCI compliance scope entirely.
Every payment lands in the ledger. A receipt is issued to the graduate and the transaction appears in the record above the moment it clears — no manual entry, no spreadsheet kept alongside.
The registrar keeps control. Nothing is submitted to the Ministry until a member of staff approves it. Payment alone does not trigger a submission.
Confirm before you charge. Adding an administration fee on top of a government charge is a KHDA and VAT question, not a technical one. Get both answered in writing before this module is built.

Not submitted before. The Ministry fee of AED 50 joins the next payment batch.
Duplicate protection. If the connection drops mid-send, the same graduate cannot be submitted twice. You will never pay the fee twice for one certificate.

The Ministry sends no payment notification. Once you pay through the link, the system checks every few minutes and moves all five certificates forward on its own. Every payment is written to the transaction record as it clears.

Certificate layout
STAMP POSITION
Measured once against the Ministry sandbox, then fixed. Because the layout never shifts, the stamp lands in the same place every time.
Blocked until calibrated. The system refuses to submit for stamping until these coordinates have been proven against the Ministry test system. An uncalibrated stamp lands on the text, and the fee is not refundable.
